THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Center for Advancing Translational Sciences (NCATS) at the National National Insitutes of Health (NIH) intends to negotiate and award to InSphero INC, Tech Place, 74 Orion Street, Brunswick, ME, 04011, a purchase order for a Transcriptomics study – RNA-seq in Liver Spheroids Phase One. The essential characteristics of this study that limit the availability to a sole source is that this project is a continuation of a work currently ongoing at InSphero and data consistency is necessary.

Purpose and Objectives
The purpose of this requirement is to procure a Transcriptomics study – RNA-seq in Liver Spheroids Phase One.

This synopsis is not a request for competitive proposals, however, interested parties may submit a capability statement for consideration.
Responses to this Notice must include clear and convincing evidence of the offeror’s capability of fulfilling the requirement.
In addition the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
