THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, in accordance with Federal Acquisition Regulation (FAR) 13.501(a)(1)(i) Only one source available, with SentientNeuroCare, Inc.(SNS), 10151 York Rd Suite 120, Cockeysville, MD 21030-3314, as the only responsible source that can provide certified personnel to capture the neuroimaging data from the Transcranial Doppler (TCD).

TCD services have been provided for the past eight years by SNS to Army Medical Department (AMEDD) Traumatic Brain Injury (TBI) program. AMEDD TBl/TCD Program has been utilizing SNS on 24/7/365 basis for TCD services, which is a vital component of the Neuro-Critical Care Services, at San Antonio Military Medical Center (SAMMC) and provides comprehensive TCD Services to ensure research and development goals in the current research project are achieved.

SNS is the only manufacturer of the TCD used in the AMEDD TBl/TCD Program and they do not license, authorize, or support other parties to provide the required support services or to operate their equipment.

The USAMRAA intends to procure a firm-fixed-price contract for SentientNeuroCare, Inc., for Transcranial Doppler neuroimaging data services.

The intended procurement will be classified under North American Industry Classification System (NAICS) 621999 with a Small Business Size Standard of $15,000,000.00 and a PSC code of AN95. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
