The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the Upgrade the software for the radar system used for range safety. The services provided by TRANSAS USA Inc. will upgrade the software for the radar system and are available through the manufacturer, TRANSAS USA Inc. of Bothell, WA. The NAICS code is 334111 and the business size is 1000 employees.

The proposed purchase order is being solicited on a sole-source basis to TRANSAS USA Inc. The proposed action is for the procurement of the upgrade the software for the radar system for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: TRANSAS USA Inc. is the manufacturer and has the proprietary rights to this software. The NSWCCD intends to award a firm fixed-price purchase order to Siemens Government Technologies Inc. using Simplified Acquisition Procedures.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 10 September 2015. This notice of intent is NOT a request for competitive proposals. However, all responses received by 09/10/2015 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
