THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION ONLY. This request for information is for planning purposes only and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, or Request for Quote; or an indication that the Government will contract for the items in this RFI. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal.

The purpose of this market research is to identify possible available small business sources able to obtain Contractor provided TRANSAS Electronic Chart Display and Information Systems (ECDIS) training sessions which meet the International Maritime Organization Standards of Training, Certification and Watchkeeping (IMO-STCW/95).

The Coast Guard determined that formal training for specified personnel assigned to ECDIS-equipped cutters is required to improve safety, effectiveness, and efficiency in cutter operations. Similar training is not available through Coast Guard "C" schools at this time. The Coast Guard's Office of Cutter Forces (CG-751) has determined that commercial training meeting the National Maritime Center for IMO - STCW/95 compliance for the United States Coast Guard for ECDIS course curriculum is appropriate for bridge watchstanders. It is important that this training be provided on equipment similar to that installed on the cutter. All WPB 87 command cadre and navigators are required to receive this training IAW the Cutter Training and Qualification Manual, COMDTINST M3502.4 (series).

Companies that believe they can provide this training are requested to submit the following information:
1. Company name, address, phone number and point of contact.
2. Company's DUNS number
3. Company's socioeconomic status.
4. Demonstrate that you have the capability and licensing agreements to provide the training
5. Provide any publically available price lists.

This RFI is issued solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified in the future. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the outcome of this RFI.
