CITY OF PASCO – REQUEST FOR QUALIFICATIONS Traffic Signal Improvements - City Wide Phase 2 Project # 17014, Federal Aid No. STPUL-9911(011) The City of Pasco, Washington, (City) is requesting a Statement of Qualifications (SOQ) from qualified Consultants registered in the State of Washington to provide construction management services related to the City’s Traffic Signal Improvements - City Wide Phase 2 project. This project consists of replacing obsolete signal equipment with updated signal controllers, interconnect equipment, optimized corridor timing plans, vehicle detection, and emergency vehicle priority systems at twelve intersections throughout the City of Pasco (with the possibility of up to fifteen based upon additive bid schedules). Pedestrian facilities will be upgraded to meet current ADA accessibility guidelines. ADA upgrades include removing and/or replacing sidewalk ramps and crosswalk striping, installing new pedestrian heads and pushbuttons and other related improvements. All in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications. The complete RFQ may be obtained via the City website – http://www.pasco-wa.gov/Bids.aspx . It is the sole responsibility of the Consultant to obtain any RFQ updates or addenda from the City website. For consideration, Consultants are required to submit either an electronic or a hard copy of their SOQ up to the hour of 11:00 am, Tuesday, August 30th, 2022. The City was awarded funding from the Federal Highway Administration (FHWA) through the Washington State Department of Transportation (WSDOT) as part of the Federal Highway Infrastructure Program (HIP). Additional funding was awarded from WSDOT through the Federal Surface Transportation Block Group (STBG), and the Transportation Alternatives Program (TAP). The selection and award for the contract must comply with all state and federal requirements. Projects funded wholly or in part by Federal appropriations must comply with Code of Federal Regulations; 24 CFR 570.502, 24 CFR 85.36, 2 CFR 200.
