Solicitation N00421-13-T-0423 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase request on a full and open competitive basis, under the authority of FAR Part 12 and FAR Part 13. Request is set-aside for Total Small Business under the authority of FAR Part 52.219-6. The requirement is for Topaz Peripheral Mezzanine Cards (PMC) manufactured by RASTERGRAF INC. The Rastergraf TOPAZ Peripheral Mezzanine Card (PMC) is required to support AN/UPX-29(V) Interrogator System Mode 5 production requirements. The TOPAZ PMC graphic cards in the only known part number that meets the form, fit, and function requirement described in the applicable AN/UPX-29 (V) specification drawing. It is the only known card that is exactly interoperable with existing operational software packages for AN/UPX-29(V) Mode 5 production. This card is the only one which is tested and approved for use as the graphics interface card use onboard U.S. Navy vessels as part of the AN/UPX-29(V) Mode 5. Accepting proposals for Exact Match Only (MFR, Part Number, Model number) ONLY New Equipment, NO Remanufactured, and all items must be covered under the manufacturer's warranty. Similar or Substitute products will not be accepted. Interested parties must be registered in System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any Department of Defense contract.
