The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under a Basic Ordering Agreement for the Tomahawk Weapons System (TWS) Modernization program. This effort includes the design, development and integration of the Integrated Single Box Solution (ISBS) radio and upgraded antenna into the Tactical Tomahawk All-Up-Round (AUR) (herein referred to as TACTOM), as well as support for Advanced Weapon Communications Architecture (AWCA) test strategy. This effort encompasses the requirements definition and design for changes required to integrate a Government Furnished ISBS radio and antenna into the TACTOM missile up to and including AUR Critical Design Review. The effort shall also include the technical engineering support to the ISBS radio developer and AWCA network agency. In addition, the Contractor shall provide the continued engineering support for navigation system upgrades that allow the missile to successfully operate in a non-GPS environment. The communications and navigation upgraded TACTOM missile shall integrate with the Tomahawk Weapons System. For purposes of this effort, NAVAIR intends to award the effort to Raytheon Missile Systems, P.O. Box 11337, Bldg 9022, M/S K1, Tucson, AZ 85734-1337. Since 1998, Raytheon has been the sole developer, designer and manufacturer of the TACTOM missile and as such solely possesses the data rights to the current TACTOM configuration technical data package. Raytheon currently manages the key requirements, interfaces, and integration and verification documents for the TACTOM. AWCA will require extensive integration with TACTOM, which will require specific engineering data for the electrical, mechanical, firmware, software and functional interfaces. Raytheon is the only known source with the requisite knowledge capable of accomplishing this requirement within the required timeframe. This effort requires access to "Military Critical Technical Data" requiring a DD Form 1234, and the data associated with the Tomahawk missile is export controlled and not available to foreign sources or representatives.
