Washington, D.C. 20024-2188. The contractor shall develop and administer a questionnaire to Obstetricians/ gynecologists who are members of the American College of Obstetricians and Gynecologists. Questions will assess physicians' clinical practice, knowledge, and opinions regarding assessing patient's smoking status, the provision of cessation counseling services, and barriers to providing these services. The statutory authority for this sole source acquisition is 41 U.S.C. 253-a (a) (1), in accordance with FAR Part 13.106-1(b) only one responsible source and no other supplies or services will satisfy agency requirement.
