This is a notice of intent to award a sole source 6 month bridge contract and is not a request for competitive proposals. It is anticipated that this requirement will be a Firm-Fixed Price Purchase Order awarded on or before 09/27/2013.
This is a 6 month bridge contract that will provide the CDC with adequate time to compete this requirement under a larger long term requirement. It is critical that states be trained quickly on how to implement the strategies and activities outlined in the new Funding Opportunity Announcement (FOA) and to ensure that year one performance measures will be met. A lapse in service would cause irreversible harm to the Government and therefore, this short term bridge contract is necessary. This bridge will support the technical assistance needs of State Departments of Health as they implement strategies funded under a new collaborative cooperative agreement (CDC-RFA-DP13-1305) "State Public Health Actions to Prevent and Control Diabetes, Heart Disease, Obesity and Associated Risk Factors and Promote School Health". These services were previously performed under Contract # 200-2008-27816.
Due to the urgency of this requirement, Emory University is the only vendor that can provide us with these interim services on an expedited basis.
The Centers for Disease Control and Prevention, Office of Noncommunicable Diseases, Injury and Environmental Health, Office on Smoking and Health (OSH), intends to solicit and enter into a contract with Emory University of Atlanta, Georgia for Building capacity and support among NTCP staff through improved workforce development, increased sharing of skill and expertise, and stronger program leadership at the state and national levels through the administration of the national Tobacco Control Network (TCN).
The Government's requirements are:
1) Convene and conduct the TCN Executive Committee monthly conference call meetings.
2) Provide technical assistance during TCN Executive Committee conference calls and webinars.
3) Maintain, update, and promote the use of the TCN webpage.
4) Develop, maintain, and publish the Tobacco Free Press e-newsletter.
5) Perform maintenance of the TCN Help Your Peers service.
6) Develop and manage the TCN Help Your Peers mentoring program.
7) Participate on monthly conference calls, workgroups and planning committees to promote visibility of TCN and its priorities.
8) Review progress of the current TCN Strategic Plan.
The Government intends to solicit, negotiate and award to only one contractor using Simplified Acquisition Procedures pursuant to FAR Subpart 13.106-1(b)(1). A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. No solicitation is available and telephone requests for information will not be honored. This notice of intent is not a request for competitive proposals; however, the Government shall consider all responses received within five business (5) days of this posting. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government.
