EDCAPS is an integrated financial management system. EDCAPS comprises the following broad functional areas: the General Ledger, encompassing the preparation of financial statements, reconciliation of general ledger account balances with subsystems, sub ledgers, and Department of the Treasury; Funds Management to include budget execution and funds control; Grants Pre- & Post-Award, including grant processing, program payments and accounting; Contract Pre- & Post Award, executing contract award, purchasing and invoice processing functions; Receivables Management; Promissory Notes Processing; and finally, Administrative Processes, to include travel and administrative payments. In order to perform database queries, development, and optimization, FSS uses TOAD for Oracle to access the EDCAPS Oracle database.
TOAD is the primary SQL and PL/SQL development tool for the Education Department’s Central Automated Processing System (EDCAPS). It is used both by the Department and by our support services contractor, Quality Software Services, Inc. (QSSI), developers. We also us it for production support—if a user has a specific one-time query to answer, we’ll use TOAD. TOAD is used daily throughout EDCAPS. TOAD is a proven tool to manage Oracle databases. TOAD has an established track record for proven solutions that simplify, automate and improve the quality of application and database development. To change products now would create an undue burden on users who are familiar with the tool and would require additional expense to purchase the new tool and train the users. As such, maintenance for TOAD is only provided by the original software manufacturer, Dell Software through DLT Solutions, which is their distributor of maintenance renewal quotes for Federal government accounts. Other vendors can provide OEM support quotes as “resellers” of the product.
No other software offers such a comprehensive list of features for this important function and to purchase a new package rather than renew our current maintenance does not make sense currently.
