The IRS intends to negotiate a sole source contract with Pitney Bowes Business Insight, 4200 Parliament Place 6th FL Lanham, MD. 20706, under the authority of FAR 6.302-1(a)(2), to purchase Group1 Universal Addressing Module (UAM) licenses and maintenance. Group 1 UAM helps organizations to validate and correct addresses both domestically and abroad. UAM automatically corrects, completes and formats address data in real time. UAM will be used in conjunction with Entity Analytics Solutions (EAS) software. It will be used for address data cleansing during ingestion of data in the EAS repository. It meets all the U.S. Postal Authority Guidelines and publications for CASS, SERP and UPU standards. Functional Requirements this tool addresses: The EAS  Entity Analytics software, The Autonomy - Search Software and the Group 1 UAM - Address Standardization products, together will address the following (1) Search  ability to find all information associated with a taxpayer or subject of interest, within the context of information available to the IDA system  includes structured and unstructured data., (2) Reporting  results of searches., and (3) Visualization  ability to apply visualization techniques to the data from IDA for the purposes of relationship and trend analysis. All responsible sources who can provide Group1 Universal Addressing Module (UAM) licenses and maintenance shall submit written responses which shall include (1) price(s), FOB destination; (2) a description of the Group1 Universal Addressing Module (UAM) licenses and maintenance offered in sufficient technical detail to show compatibility and permit a technical evaluation; (3) a POC (name and telephone number); (4) GSA Contract Number if applicable; (5) delivery date; (6) business size; and (7) payment terms. All questions must be submitted in writing. No facsimile will be accepted. As a result of analyzing responses to this synopsis of intent, the contracting office may determine that a solicitation will be issued. If a solicitation is issued no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation.
