For Mixed Oxide Fuel Fabrication Facility - Aiken, SC

Shaw/AREVA MOX Services (MOX Services) is designing and constructing the Mixed Oxide Fuel Fabrication Facility (MFFF) at the Savannah River Site for the Department of Energy. The piping design for this facility requires the use of Titanium and Zirconium materials in some piping systems. MOX Services requires approximately 1300' of Titanium pipe in sizes ranging from 1/4" to 1-1/4" NPD and approximately 1600' of Zirconium pipe in sizes ranging from 1/4" to 5" NPD. See below for quantities by pipe size. An assortment of fittings will also be needed for each material and size to support pipe fabrication. The schedule of supply begins in May 2010 to support the fabrication schedule. The supplied pipe and fittings shall be certified as meeting the Buy American Act (FAR 52.225-11 Buy American Act - Construction Materials under Trade Agreements (NOV 2006) and shall conform to the primary technical requirements provided below.

(1) - Pipe shall be ordered as "minimum wall" order method with the minimum wall thickness being the nominal wall thickness associated with the specified pipe schedule in this column and for the given NPD.

TECHNICAL REQUIREMENTS

TITANIUM PIPING:
* Seamless/Welded pipe in accordance with ASME SB-861/862, Grade 2
* Product analysis requirement per ASME SB-861, Section 7
* Chemical and tensile property traceability required per lot
* Bend tests required per ASME SB-861, Sec.14
* Interior Surface finish requirement rms ≤ 125 µin per ASME B46.1
* 100% ultrasonic per ASME SE 213

TITANIUM FITTINGS:
* Seamless/Welded fittings in accordance with ASME SB-363, Grade WPT2
* Product analysis requirement per ASME SB-363, Section 7
* Stress relief heat treatment for all welded fittings per ASME SB-363, Section S3
* Interior Surface finish requirement rms ≤ 125 µin per ASME B46.1
* Radiographic examination for all weldments per ASME SB-363, Sec. S2

ZIRCONIUM PIPING:
* Seamless/Welded piping shall be in accordance with ASME SB-658, Grade R60702
* Chemical composition per ASME SB-658, Grade R60702, plus copper and nitrogen ≤0.010%. Product analysis required for all elements in ASME SB-658, Table 1 and copper for the finished product lot
* The microstructure of the finished product lot shall be characterized at the mid-thickness of the pipe as follows. Avg. grain size per ASTM E-112 using photomicrographs. Grain size shall be ASTM 6 or higher. Grain structure shall be equiaxed indicating that the material is completely recrystallized. Intermetallic compounds shall be <3µm with uniform distribution. Material shall be free of segregation, microcracks and porosity
* Interior Surface finish requirement rms ≤125 µin per ASME B46.1
* Flaring test required (seamless pipe) per ASME SB-523, Section 13.5 per lot
* 100% UT or ET per ASME SB-523, Section 13.2
* Flattening test required (welded pipe) per ASME SB-523, Section 13.6

ZIRCONIUM FITTINGS:
* Seamless/Welded fittings in accordance with ASTM B 653, Grade R60702
* Permissible raw materials per ASTM B 653, Table 1
* Radiographic inspection required for welded fittings per ASTM B 653, Section S2
* Interior Surface finish requirement rms ≤125 µin per ASME B46.1

GENERAL REQUIREMENTS:
* Weld repairs are not permitted.
* Packaging, marking and loading requirement per ASTM-A700 Halogen and sulfur content in marking materials shall be ≤200 ppm for Zirconium and ≤ 250 ppm for Titanium.
* 100% visual inspection of outer surfaces is required for all materials.

QA PROGRAM REQUIREMENTS:
** MOX Services is committed to the regulator (Nuclear Regulatory Commission) to perform work in accordance with 10CFR50 Appendix B, NQA-1 Part I, basic and supplemental requirements, Part II and Appendix 2A-1 of Part III, and Regulatory Guide 1.28 Revision 3. The supplier of the piping will be required to meet the requirements to the extent they are applicable to the supplier's scope of work. These requirements must be flowed down to any sub-suppliers along with the requirement for the sub-supplier to flow down.
