This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-48 (JAN 2011) and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The NAICS code for this solicitation is 326212 and the Small Business Size Standard is 500 employees. This synopsis/solicitation is unrestricted and we will accept quotes from both large and small business. We will award one or more delivery order contracts per work location using commercial acquisition procedures in accordance with FAR 12. The Bureau of Indian Affairs Rocky Mountain Region has a requirement and is requesting quotations to perform Tire Recapping services in Billings, Montana. A separate bid schedule and statement of work are attached. If the bid schedule and SOW are not attached to this notice they can be obtained by contacting Mary King at 406-247-7941 or [email protected] All responsible sources may submit a quotation which if timely received, shall be considered by the Agency. Please complete the unit price and extended amount for each blank line item. Line items with dollar values are estimates by the agency and will be reimbursed in accordance with the statement of work. Companies must have valid DUNS numbers and be registered with Central Contractor Registration (CCR). The closing date and time for receipt of quote is May 4, 2011, at 4:00p.m. Mountain Daylight Savings Time. Offeror(s) must include their, DUNS number and a completed copy of FAR 52.212-3 with their quote or indicate that they have completed the On-line Representations and Certifications Application (ORCA) and that it is up to date. The Offeror shall supply at least three (3) contracts completed during the past three years or currently in process for the same services as are being solicited under this solicitation. Contracts listed may include those entered into by the Federal Government, agencies of the state and local governments, foreign governments, and commercial customers. The Offeror shall provide past performance information for any major subcontractor which must be relevant to the scope of work they may perform under the contract resulting from this solicitation. References other than those provided by the Offeror may be contacted by the Government to obtain additional information that shall be used in the evaluation of the offeror's past performance. The Government may waive the submission of past performance information by the offeror if adequate data already exists on file within this office. The following factors shall be used to evaluate offers: Technical, past performance and price. Technical and past performance, when combined, are equal to price.(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
