Sources Sought Notice
Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando seeks qualified businesses capable of providing revision & maintenance (R&M) services of curricula for the following Tidewater Naval Aviation Training Systems: a) E 2C/C 2A Fleet Readiness Squadron Training System (E 2C/C 2A FRSTS); b) Landing Signal Officer (LSO) School; c) Composite Fighter Squadron Twelve (VFC 12); and, d) Post-Fleet Readiness Squadron (FRS) E-2C Air Combat Training Systems (ACTS) tactical training programs. A draft Statement of Work and CDRLs are attached. The applicable NAICS code is 541330 â Engineering Services, using the size standard exception of $27M for Military and Aerospace Equipment and Military Weapons.
Interested businesses are requested to submit: (1) An expression of interest; and (2), a statement of capabilities (SOC). The expression of interest shall include whether the concern is a large or small business (using the size standard above), and if an 8(a), Small Disadvantaged Business (SDB), HUBZone Business, Woman-Owned Small Business, Veteran Owned Small Business (WOSB), Service-Disabled Veteran Owned Business (SDVOB), and/or Historically Black Colleges or Universities and Minority Institutions (HBCU/MIs).
The SOC shall not exceed ten (10) pages and shall include the interested firmâs complete mailing address, point of contact (name, telephone number, and e-mail address). The SOC shall list recent and relevant prime contracts and significant subcontractor support work performed not exceeding the past 3 years including: (1) The program title and brief description; (2) name and address of the contracting activity; (3) name and telephone number of the contracting officerâs technical representative; and, (4) prime contract number. In addition, the contractor shall provide a brief narrative that demonstrates the companyâs capability to perform the requirements contained in this Sources Sought Synopsis. This notice is not a request for proposals and in no way obligates the Government to award any contract. NAWCTSD Orlando will not be responsible for any costs incurred by responding to this Notice. No solicitation exists at this time. The resultant contract is anticipated to have a one-month Mobilization period, with five (5) years of contract performance consisting of a one-year base period with four (4) one-year options.
Please be advised that all information submitted will be considered procurement sensitive. Information which the Contractor considers âBid and Proposal Informationâ or âProprietary Informationâ pursuant to existing laws and regulations must be marked accordingly (see FAR 3.104-1).
All interested parties are reminded herein that NAWCTSD Orlando strives towards a strategy that meets the Navy's policy of maximizing small business prime contracting opportunities.
