CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT.

 

1.0 SUBJECT: The US Army Medical Research and Materiel Command (USAMRMC) is conducting market

research to determine whether there is a capability to develop, achieve U.S. Food and Drug Administration (FDA) licensure, and field a Tick borne encephalitis (TBE) vaccine that can be used by U.S. Service Members (i.e., traveler/military indication). Responses are due to this RFI by 2:00 PM on 31 August 2018.

 

2.0 DISCLAIMER: This SSN is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offer will be considered in response to this SSN.  Responses to this notice are not offers and will not be accepted by the Government to form a binding contract.  Responders are solely responsible for all expenses associated with responding to this SSN. All information received in response to this SSN that is marked Proprietary will be handled accordingly. Responses to the SSN will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained.

 

3.0 DESCRIPTION: The U.S. Army Medical Materiel Development Activity (USAMMDA) Pharmaceutical Systems Program Management Office (PSPMO) mission is to develop and deliver vaccines, drugs, diagnostics, and hemorrhage control and resuscitation products to protect, treat, and sustain the health, readiness, and lethality of our US Service Members.  USAMMDA PSPMO has a requirement to develop, achieve U.S. Food and Drug Administration (FDA) licensure, and field a TBE vaccine that can be used by U.S. Service Members (i.e., traveler/military indication). 

 

4.0 REQUIREMENTS: The Army wishes to identify any and all commercial entities with the capability to develop a TBE vaccine candidate that is currently European Medicines Agency (EMA) approved, to achieve U.S. FDA licensure of a Tick borne encephalitis (TBE) vaccine with an indication that enables use by the U.S. Military (ex: traveler/military indication).    The Key Performance Parameter (KPP) and additional attributes required for this capability are attached.

 

The Government encourages frankness, creativity, and innovation in responses to this SSN; with a focus on the ability to rapidly achieve the objective: a U.S. FDA licensure of a TBE vaccine with an indication that enables use by the U.S. Military. The purpose of this SSN is to gather information about commercially available products and capabilities that meet the requirements enumerated above.
