PROJECT LOCATION: This Project is located along multiple blocks within the Thornton Creek basin in the City of Seattle. The 5 distinct sites are located at: 1) 23rd Ave NE from NE Northgate Way then along NE 103rd St to Fischer Pl NE; 2) Wedgwood along 30th Ave NE from NE 88th St to N 86th St including several adjacent blocks; 3) N 120th St from Meridian Ave N to 1st Ave NE; 4) N 117th St from Meridian Ave N to 1st Ave NE; and 5) 41st Pl NE north of NE 105th St. PROJECT DESCRIPTION: This Project will provide water quality treatment for street runoff that drains to Thornton Creek by retrofitting the roadsides with bioretention treatment systems. This Project consists of the following elements of Work including but not limited to: construction stormwater erosion control (submittal, implementation, and maintenance of the Construction Stormwater Pollution Prevention plans (CSECP/SWPPP, TVSPP, SP, & TDP)); water main support plan; health and safety plan; clearing and grubbing; demolition and removal of existing surface pavement, sidewalks, and curbs; potholing; excavation; temporary traffic control plan and implementation, including flagging; site preparation and staging; survey; removal and abandoning existing drainage structures and piping; dewatering; temporary stormwater bypass; protection, relocation, and/or adjustments of existing utilities, including water services; reconnection to the existing drainage system; installation of new surface drainage systems, including storm drainage piping, drainage structures, bioretention cells, flow control, pit drains, and UIC wells; flow testing; assist SPU crews with water service and meter box relocations/adjustment; television inspections; side sewer reconnections; and final site restoration, including surface paving, pavement markings, sidewalks, curbs, driveway, curb ramps, final planting, and landscape construction. This Project is a Covered Project subject to the City of Seattle’s Community Workforce Agreement (CWA) and Priority Hire SMC 20.37. With the support of the mayor and City Council, the City of Seattle administers programs that support racial and economic equity through contracting. Priority Hire is one of these programs. Priority Hire provides people living in economically distressed communities, women, and people of color access to work on the city’s construction projects. It gives contractors access to these skilled workers.
