The Offeror shall provide third party administrative services for a stand-alone Integrated Health Reimbursement Arrangement (“HRA”) for (1) eligible active City employees and/or (2) eligible retired City employees. New benefits-eligible employees, or employees that are currently enrolled on the City’s health insurance plan, and their families, are eligible to enroll in the HRA and waive enrollment in the City’s health plan during open enrollment or due to a qualifying life event, if they enroll in a non-city sponsored medical plan that meets the requirements to enroll in the HRA.
