The Centers for Disease Control and Prevention (CDC) National Center for Emerging and Zoonotic Infectious Diseases for (NCEZID) in Atlanta, Georgia, intends to negotiate a sole source Blanket Purchase Agreement (BPA) with ThermoFisher Scientific, Inc., under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the acquisition of ThermoFisher Scientific for the molecular biology reagents, consumables and instruments to support surveillance, research, and the reference laboratory work done across the various CIOs within CDC.. The sequencing reagents and consumables in this acquisition are in a pre-configured format and will fit directly into the ThermoFisher Scientific sequencing instruments currently in use at CDC (government owned Applied Biosystems, Life Technologies and Ion Torrent brand instruments, including, but not limited to, 3100, 3130, 3730, 3500 Genetic Analyzer platforms, and Ion torrent sequencing platforms). These supplies and reagents plus the Invitrogen cloning reagents, pcr reagents and enzymes are covered by various patents. The sequencing reagents are manufactured under ISO 9001 and ISO 13485 and must pass stringent quality control checkpoints to achieve unmatched consistency in lot to lot stability. All service and support warranties CDC currently carries on genetic analyzers may be voided if off brand reagents are used because these may impact the integrity of the sequencer components.

Firms that believe they can meet the requirement are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 15 days of publication of this notice. All information received within 15 days of publication of this synopsis will be considered by the Government to determine if more than one firm can meet the Government's requirements and is capable of providing technically acceptable equipment, chemical reagents and services. Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Federal Government.
