The Environmental Analysis (EA) Unit of the Minnesota Department of Agriculture (MDA) partnering with the Department of Administration, intends to enter into an agreement with Thermo Electron North America LLC, for a one time-buy to provide (1) one Thermo Scientific Orbitrap Exploris 120 Mass Spectrometer System. The Thermo Scientific Orbitrap Exploris 120 Mass Spectrometer System is needed to conduct chemical analyses in samples of complex matrices and identify contaminants in the samples. The analytical instrument must have Quadrupole – Orbitrap configuration and deliver the mass spectrometer performance of high resolution and accurate mass with the maximum resolution of 120,000 (FWHM) at m/z 200. The Exploris 120 was specifically designed for small molecules such as pesticides. The instrument also needs to analyze samples without target analyte (unknown searches). Thermo Scientific Orbitrap Exploris 120 Mass Spectrometer System is the only analysis system that meets not only the resolution requirements but all the business/analysis requirement needs of the EA Unit. In addition, the service requirements can only be met by a Thermo Field Service Engineer. This is deemed a single source purchase because Thermo Scientific Orbitrap Exploris 120 Mass Spectrometer System is solely distributed and supported by Thermo Electron North America LLC and is not available from other third parties. The Agency determined that Thermo Scientific Orbitrap Exploris 120 Mass Spectrometer System is the only commercially reasonably available commodity product that meets the Agency’s business needs.
