This synopsis if for information and planning purposes only and does not constitute a Request for Proposal and should not be construed as a commitment by the Government to award a contract as a result of this request for information. The 46th Test Group is conducting market research to determine the availability of sources which can provide Theory of Constraints (TOC) design, implementation, consultation, mentoring, and on-going support. The contractor shall facilitate teams to develop and design the TOC; provide mentoring and consultation to key personnel in the area of TOC; provide documentation of the design steps; provide training and/or provide training packages for TOC; provide consultation and guidance on monthly assessments and reinforcement of TOC to ensure optimum capability of the program. The contractor shall develop related expertise for Government employees through training and hands-on experience and include an appropriate exit strategy based on the squadron achieving a self-sustaining capability. All interested sources are encouraged to respond to this synopsis and to identify their qualifications and experience through a Statement of Capability in the area of Theory of Constraints as described above no later than 13 April 2009.
