There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 6.302-1. This will be a firm-fixed price contract. If there are any other businesses that can provide the specified legal publications, interested parties must be able to show they have the proper distribution rights for these products, they must respond to this notice before 12:00 PM (Central Time) on 21 August 2012. If no responsible, responsive offers are received by the above date, a sole source contract will be issued to John Tiller Software, Inc. Facts Justifying Sole Source:

This requirement is for software upgrades and software enhancement add-ons. These upgrades and additions will facilitate more precise, meaningful planning for the scenario designers, provide a user interface and linkages that will vastly facilitate student understanding, and streamline customized results reporting. This requirement has upgrades that will allow for a more realistic experience, eliminating the substandard nature of the current status. The students will be able to interact in a more "life-like" environment. There are additions that improve the current software by giving an automated series of missions without having the student manually select each mission.
