(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is being issued as a Request for Quotation. Submit only written quotations for Purchase Request FA4800-09-Q-BB01.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. It is the contractor's responsibility to be familiar with applicable clauses and provisions.
(iv)This acquisition will be full and open competition. The NAICS code is 541850 with a size standard of $7 million.
(v) 0001 - Advertising (digital) in movie theatres, unit of measure (ea) screen
(vi) On screen advertising in 30 second increments (duration) for Air Force Week in the Newport News, Norfolk, Williamsburg and surrounding areas. Advertising is already developed and complete and need to be advertised in local theatres. Footage will be provide by the Government.
(vii) The advertising will run from 27 Mar 2009 to 26 Apr 2009 for Air Force Week. A list of desirable locations are available upon request.
(viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition.
(ix) The Government will award a firm-fixed price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price factors considered. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable, however location is important due to population for attendance purposes.
(x) Offerors must complete annual representations and certifications electronically at the ORCA website to cover provisions at Clause 52.212-3, Offeror Representations and Certifications Commercial Items with its offer. The ORCA website is located at http://orca.bpn.gov.
(xi) Clause 52.212-4, Contract Terms and Conditions - Commercial Items, is hereby incorporated by reference.
(xii) Clause The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, applies to this solicitation. Specifically, the following DFARS clauses cited are applicable to this solicitation: 252.204-7004 Alternate A, Central Contractor Registration, 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports, 252.243-7001 Pricing of Contract Modifications, 252.246-7000 Material Inspection and Receiving Report. Addenda to FAR 52.212-5: The following additional clauses apply to this solicitation: FAR 52.233-2, Service of Protest: (a) Protest, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer Anissa Ross, by obtaining written and dated acknowledgement of receipt from 1st Contracting Squadron, Attn: TSgt Anissa Ross, 74 Nealy Avenue, Langley AFB, VA 23665-2088. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.
