The Village of Libertyville and the Libertyville Township Road District have scheduled a Public Information Meeting for the Rockland Road Bridge over Des Plaines River Preliminary Engineering Study The Village of Libertyville and the Libertyville Township Road District are finalizing a preliminary engineering study for the reconstruction of the Rockland Road Bridge over Des Plaines River in the Village of Libertyville and Libertyville Township. The Village and Township previously held Public Information Meetings on October 20 and 21, 2020. Both of these meetings had presented the same information. The purpose of these meetings was to present potential bridge aesthetic alternatives to the public and collect feedback. Based on feedback and subsequent engineering evaluations, a preferred alternative was chosen and refined. It was presented at a Village Board meeting on November 24, 2020. The purpose of the upcoming meeting is to present the preferred alternative and accept public comments. The proposed improvement includes impacts to the Old School Forest Preserve, a Lake County Forest Preserve District (LCFPD) property. The impacts to this resource have been minimized so that the function of the property will be maintained. The Village of Libertyville and Libertyville Township Road District are seeking public comments on the effects that the proposed improvements to the Rockland Road Bridge will have on the Old School Forest Preserve. The Old School Forest Preserve, which is under the jurisdiction of the LCFPD, is a significant, publicly owned forest preserve and recreational area. As such, it is subject to protection under Section 4(f) of the U.S. Department of Transportation Act of 1966. For the Rockland Road Bridge Project, the Village of Libertyville and Libertyville Township Road District intend to seek a Section 4(f) "de minimis" impact finding from the Federal Highway Administration based on determination that the project will not adversely affect the features, attributes, or activities that qualify the Old School Forest Preserve for protection under Section 4(f). Effects of the Rockland Road Bridge project on the Old School Forest Preserve will include the permanent placement of stone rip rap at the base of the easterly abutment to prevent erosion, permanently re-aligning the path connection between the bridge and the Des Plaines River Trail based on coordination with the LCFPD, and temporarily impacting areas adjacent to the roadway to construct retaining walls and gain access to the bridge structure. Mitigation will include the construction of retaining walls and a narrowed roadway cross-section to keep roadway grading slopes from adversely affecting the forest preserve property. Detailed documentation describing the impacts and mitigation associated with the effects of the Rockland Road Bridge Project on the Old School Forest Preserve will be available for review at Libertyville Village Hall from February 10, 2022 until February 24, 2022. Residents and interested stakeholders should feel free to attend the meeting at any time between 5:00 P.M. and 7:00 P.M. Representatives from the Village of Libertyville, the Libertyville Township Road District, and the project consultant team will be present to discuss the project and answer any questions on an individual basis. Due to the current restrictions in place for the Restore Illinois plan, all attendees must wear a mask and practice social distancing. No one will be allowed into the meeting without a mask.
