   The Naval Undersea Warfare Center, Division Newport, RI intends to place a purchase order with The Mouse Works, LLC. (The Mouse Works) Cage Code 73VR8, 32750-7316 to develop, document, and demonstrate an interface protocol to bridge the A2RF Buoy transceiver and the Data Integration Environment (DIE) for command and control data fusion. Delivery is by March 2015, FOB: DESTINATION, Newport, RI. FAR Part 13 procedures will be used.  The Government intends to solicit in accordance with the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source. The Mouse Works has the unique knowledge of the A2RF buoy as they were involved in the design, construction, and test of the buoy control sub-system. They also operated the A2RF system for the Original Equipment Manufacturer and the U.S. Navy during Test and Evaluation events and fleet exercises. The Mouse Works also has unique knowledge of the DIE interface gained during their involvement in the DIE testing events. The Mouse Works' unique knowledge of both systems uniquely qualifies them to design the interface to bridge the buoy transceiver with the DIE data fusion tool. There is a short development time available to maintain the interface testing schedule. Awarding this requirement to The Mouse Works allows the Government to meet the required schedule as well as avoid any substantial duplication in cost to the Government that is not expected to be recovered through competition.  This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.  All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Please reference the above solicitation number when responding to this notice.  This notice does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject items. NAICS code is 541512, size standard is $27,500,000.  All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation notice.
