The Turkish Air Force (TAF) has a requirement for two (2) each Motorized (TG-l4A) and four (4) each Non­Motorized (TG-10D) glider aircraft offered as Excess Defense Articles (EDA). The aircraft are aged aircraft and are no longer in production.  The two (2) motorized aircraft are stored at the NASA facility located at Edwards AFB, CA.  The four (4) non-motorized aircraft are stored at Edwards AFB, CA.  The work to be performed includes repair/refurbishment, packing & crating and transportation.  The work is to be performed at the firm's facility in CONUS.  This is a Request for Information (RFI) Synopsis only.  This is NOT a Request for Proposal (RFP).  No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.  Any information provided by industry to the Government as a result of this RFI notice is strictly voluntary.  Responses will not be returned.  No entitlement to payment of direct or indirect costs or charges to the Government.  The information obtained from industry's response to this notice may be used in the development of an acquisition strategy and future RFP.  In the following RFI Synopsis, the Air Force Life Cycle Management Center (AFLCMC), Wright-Patterson AFB is contemplating a single award, Firm Fixed Price (FFP) contract.  Delivery is anticipated in 2017. 

The below listed paragraphs and technical requirements describe an acquisition strategy for an anticipated program for the country of Turkey. Work will be performed in CONUS at the firm's facility. The contractor is to respond to the best of their ability with the qualifications of the contractor team to perform this program and answer all questions stated.

 Contractor Maintenance Support:  

Q1: Does your firm have experience in repair/refurbishment, packing & crating and transportation for TG-l4A and TG-10D glider aircraft? 

Q2: What experience does your firm have with TG-l4A and TG-10D glider aircraft? 

Q3. Does your firm have the capability to provide a spares parts list for both the TG-14A and TG-10D gliders?

 Q4. Does your firm have the capability to provide Contractor Logistics Support (CLS) or support services for the TG-14A and TG-10D gliders? 

Q5. Does your firm provide spare parts for both the TG-14A and TG-10D gliders? 

Q6. Does your firm have the capability to provide Organization Level Maintenance documents for the TG-14A and TG-10D gliders? 

 Q7. Does your firm have the capability to provide Technical Orders (TOs) and Manual Handbooks (Maintenance, Repair, and Operation) for the TG-14A and TG-10D gliders in Hard copy, Disk, and Electronic formats?

 Refurbishment:  

 Q1. The TG-14A and TG-10D gliders have been in storage for an extended period of time at Edwards AFB.  Describe your approach to the repair/refurbishment, packing & crating and transportation for TG-l4A and TG-10D glider aircraft.

 Q2. Does your firm possess the capability to repair and refurbish the aircraft?

 Q3. Describe your firm's approach to transport the TG-14A and TG-10D aircraft.

 Q4. Does your firm have the capability to pack and crate after repair/refurbishment has been completed on the TG-14A and TG-10D aircraft and transport to the Freight Forwarder in New York?

 Q5. Describe your firm's approach to testing of the TG-14A and TG-10D aircraft after the repair/refurbishment is done prior to shipment to the Freight Forwarder in New York?

 Q6. Does your firm have the capability to repair the crates the TG-14A and TG-10D gliders are currently in?

 Q7. Does the firm have the capability to pick up the gliders at Edwards AFB and take them to their firm's facility for repair/refurbishment?

 Q8. After repair/refurbishment has been completed on the TG-14A and TG-10D aircraft, does the firm have the capability to pack and crate aircraft for transport to the Freight Forwarder in New York?

 All responsible sources interested in providing services for this requirement are requested to provide their written responses to the above questions and provide a summary of information concerning their technical certifications, capabilities, experience (current services or contracts - to include points of contact, email address and telephone numbers) and corporate background. Interested parties should provide a description of potential approaches for review by the Government no later than 14 days from the date of issuance of this RFI. Information provided per this synopsis must indicate in writing, whether they are large, small, disadvantaged, or a woman owned business. This acquisition will fall under NAICS 488190 and its applicable size standard. Responses shall be limited to 15 pages or less. Response package should contain one (1) copy provided in ADOBE ACROBAT (.pdf) format and typographical font of 10 or greater. All response packages should be emailed to the attention of the Contracting person listed below.

 Any information submitted by respondents to this RFI is strictly voluntary. This RFI does not constitute a Request for Proposal (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government's ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to this RFI.
