PWD-991 114525B NOTICE TO BIDDERS Sealed bids will be received by the Contracting Branch, Infrastructure Division, Texas Parks and Wildlife Department, 4200 Smith School Road, Austin, Texas 78744, UNTIL 2:00 P.M (CST)., THURSDAY, JUNE 20, 2019 for Project Number 114525b; Water Treatment Plant Improvements; Palo Duro Canyon State Park; City of Canyon, Randall County, Texas. The bid opening will be conducted in A-100 Conference Room. The estimated range of construction cost is $2,400,000.00 to $2,600,000.00. Project includes: All labor, materials, tools, equipment and incidentals necessary to construct a new water treatment plant, including but not limited to:  Chemical storage and feed facilities  Packaged conventional water treatment plant  Filtered water pumps  Building to house the water treatment facilities All labor, materials, tools, equipment and incidentals necessary to modify the raw water storage facilities, including but not limited to:  Modify and install four 10,000 gallon raw water storage tanks  Install one new 10,000 gallon raw water storage tank  Install two raw water pumps in the new treatment building  Install all related raw water piping, valves, controls, appurtenances All labor, materials, tools, equipment and incidentals necessary to construct residuals holding basins, including but not limited to:  Two concrete-lined sludge holding basins  Related pumps, valves, electrical, controls, appurtenances Additive alternate proposal item- All labor, materials, tools, equipment and incidentals necessary to modify distribution piping to canyon floor, including but not limited to:  Replace 4-inch distribution pipeline along canyon wall Performance Period: All work shall be completed within four hundred and twenty-five (425) calendar days commencing on the date specified in the Notice to Proceed. HUB Subcontracting Plan (HSP): Each bidder must complete and return with the bid an HSP following the policy and utilizing the forms contained with the Invitation for Bids and Contract Documents included herein. FAILURE TO COMPLETE AND RETURN THESE FORMS WITH THE BID WILL BE CAUSE FOR REJECTION OF THE BID. THE CONTRACTOR RECEIVING AN AWARD MUST COMPLY WITH THE SPECIAL REQUIREMENTS SPECIFIED HEREIN. Viewing the Site: A pre-bid conference will NOT be conducted for this Project, but rather an opportunity to view the site is available on Wednesday, May 22, 2019 from 11:00am – 1:00pm. A visit to the project site is not mandatory, however, TPWD strongly encourages potential bidders to view the project site, and offers no guarantee that the project site will be accessible to potential bidders at any time other than the time specified. Failure to give proper consideration to site conditions when preparing the bid will not constitute grounds for additional compensation. Palo Duro Canyon State Park is located at address 11450 Park Road 5; Canyon, Texas 79015; approximately 12 miles east of the city of Canyon when accessed from State Highway 217. Travelers coming from Amarillo take Interstate 27 south to State Highway 217. Upon arrival at the park entrance, visitors are instructed to inform the gate staff they are to view the water treatment plant construction area and then proceed to parking adjacent to the entrance building to meet the Construction Manager. Attendees are advised to arrive by 10:45am as the group will be led to the restricted construction area promptly at 11:00am. Late arrivals are not guaranteed access to the construction area. Minimum Experience Requirements: Bidder must meet minimum qualifications requirements as stipulated in Division 1 – General Requirements, Section 01000 – Special Conditions, paragraph 1.32 to be eligible for contract award.
