Individuals/firms may identify their interest and capability to respond to this requirement or submit proposals. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any expenses incurred by an individual /firm in response to this notice will not be reimbursed by the government. The Sole Source nature of this requirement is based upon the vendor being the only known source able to satisfy this requirement, see Sole Source Justification below.

This is an "all or none" requirement. Please see attached description of supplies.
Sole Source Justification:
TSM Consulting Services was recommended by the TDPS as a local vendor that could provide all required services. TSM Consulting Services has provided 24/7 technical support and completed several software and hardware upgrades over the years to Randolph, Lackland, and Ft Sam. Over the years we have not been able to find another local vendor nor has another vendor approached us stating they were capable of the 24/7 service we currently receive. TSM Consulting is the only one we have found that will provide the installation of the hardware, software, and the follow on 24/7 support that each location of Joint Base San Antonio require.
