This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.  The office of NOAA National Marine Fisheries Service, Pacific Islands Fisheries Science Center located in Honolulu, HI has a requirement for assistance with coordinating and conducting longline fishing field trials to test alternative fishing gear to determine the efficacy of such gear on capture rate of target and non-target, or bycatch species. This will include assistance with providing logistical support (eg. vessel and fishing gear) in order to conduct an experiment to test the use of ringed circle hooks in a Mediterranean longline fishery.   Data obtained from this work will include comparisons of rates of capture of both target (eg.
