The Tescan MIRA3 LMU SEM is located at the NIST campus, 100 Bureau Drive in Gaithersburg, MD. The SEM is a core tool for accomplishing material and particle micro-analytical characterization which are core competencies of the microanalysis group within the Surface and Microanalysis Science Division. The service contract is necessary to ensure that the instrument is available to service internal and external customers in a timely manner.
The SEM requires routine service to ensure that the instrument remains operational at the original manufacturer's specifications. The following components shall be covered by the agreement:
-Tescan MIRA3 LMU SEM
-Tescan Control Panel
-Tescan Beam Splitter
-Tescan Scroll Pump
-Tescan TMP-MS Turbo Molecular Pump
-Tescan 4 x 30 mm2 Pulsetor SDD Detectors
Sole source is based on the following:
Tescan has proprietary rights to the SEM including schematics, hardware, software, and parts, which govern the SEM. No other vendor has access to the proprietary information that is required to execute the service contract. Tescan has no authorized distributors or service providers.
The North American Industry Classification System (NAICS) code for this acquisition is 811219 - Other Electronic and Precision Equipment Repair and Maintenance; the Small Business Size Standard is $19.0M.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by August 28, 2013, will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
