This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested
The National Institutes of Health (NIH), Clinical Center (CC) Department of Laboratory Medicine (DLM), intends to award a one year fixed price purchase order to Terumo BCT, INC USA Lakewood, CO80215 for a (1) one year maintenance agreement for (13) existing government owned Terumo BTC instruments, models 2991, Elutra^TM, Spectra SS ^TM, that is in place in the Cell Processing Section in the Clinical Center for protocol patient testing.
The vendor, TerumoBTC, will provide maintenance services for the equipment described below and will provide a qualified service staff, necessary test equipment and a parts inventory, as required for such service.
Each performance assurance inspection will include a complete inspection and calibration of each unit. Emergency service visits and repairs will include labor, travel, expenses and all replacement parts for the equipment as required.
All maintenance will be performed in accordance with established proprietary procedures
Terumo BTC is the only source for maintenance and software support of the existing equipment and has no authorized vendors certified to perform the requested services and new OEM parts for these units. A maintenance agreement is required for OEM technical support in order to sustain and to maintain continuous optimal performance of the equipment for complicated protocol procedures. Any third-party product will void the current warranty of the equipment that would be detrimental to the government.

The acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of FAR part 6.302-1. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government no to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
