It is the intent of the Missile Defense Agency (MDA) to award a contract on a sole-source basis to Lockheed Martin Missiles and Fire Control (LMMFC), P.O. Box 650003, Dallas, Texas, 75265-0003 to support the Army Foreign Military Sale (FMS) case, SR-B-ZAX.  The FMS requirement is to provide defense design technical assistance and integration services in support of the Kingdom of Saudi Arabia (KSA).

The proposed acquisition will be sole-sourced to LMMFC pursuant to the authority of FAR 6.302-4(a)(2) which establishes that full and open competition need not be provided for when precluded by the terms of an international agreement or a treaty between the United States and a foreign government or international organization, or the written directions of a foreign government reimbursing the agency for the cost of the acquisition of the supplies or services for such government.  Services to be executed support the existing International Agreement with MDA as referenced in the MDA KSA FMS case LOAs – SR-IWIB and SR-I-WIC, for requirements previously awarded to LMMFC.  Award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Agency’s requirements.
