DLA Troop Support intends to issue a 100% small business set-aside Request for Proposal (RFP) for the acquisition of five (5) NSNs, all manufactured to the same specification, MIL-PRF-44259E (29-JUN-2009).

Contractor First Aritcle Testing (FAT) is required for each of the five (5) NSNs.  The first article should be a pre-production sample of three (3) Type I sets, or six (6) Type II sets, or one (1) Type III set.

Each NSN will be evaluated and awarded individually with the possibility of each NSN being awarded to a different vendor.  To be eligible for award it is not required that an offer be submitted on all five (5) NSNS, however, an offer must be submitted on an "All or None" basis for each NSN that an offer is submitted for.

Solicitation period will be 30 days; Estimated Issue Date:  July 18, 2012, Estimated Closing Date:  August 17, 2012.  This procurement will be for a stock Indefinite Quantity Contract (IQC).  The IQC will consist of a one-year base and four possible one-year options.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.  The following non-price factors, listed in descending order of importance, shall be used to evaluate offers:

•II.     Past Performance

Factors I and II are of equal importance.  The factors, when combined, are of equal importance as price.

All proposals must include a copy of a completed solicitation with a Firm-Fixed Price for the one-year base and delivery data.  The provisions in the Economic Price Adjustments (EPA) clause will provide for adjustments of option year pricing.  Follow directions as outlined in the solicitation.

All responsible sources must submit a proposal which shall be considered by the agency.  After solicitation open date, copies of the solicitation will be available on the DIBBS website.  Interested parties will be able to obtain and view all required information to respond to the solicitation.  The Annual Estimated Quantity (AEQ) per NSN per year is as follows:

           6230-01-483-7562:     612 KT

           6230-01-485-6375:     500 EA

           6230-01-485-6376:     400 EA

           6230-01-519-0393:     800 EA

The required delivery schedule is 90 days ADO for each NSN.  If First Article Testing is required delivery for the FAT will be 240 days ADO with each required delivery thereafter being 90 days ADO.  Deliveries will be to the Defense Distribution Depot located in New Cumberland, PA, 17070-5002 and/or the Defense Distribution Depot located in Tracy, CA, 95304-5000.  An award is anticipated by the end of December 2012.
