1.0 Contractor shall provide a survey pilot and a Cessna 170 to 185, or equivalent. This allows for proper airspeed and a good view of the survey area for a United States Corps of Engineers (USACE) employee to conduct surveys. Planes equivalent to a Cessna 170 to185 must contain the following: high wing, fixed wing, and minimum of 2 seats. 
2.0 Waterfowl and Eagle Survey flights are permitted by the United States Fish and Wildlife Service (USFWS) to maintain an elevation below 500 foot, for extended periods of time, transecting the lakes from South to North, in a grid pattern.  The pilot should be comfortable flying at low altitudes to ensure that the USACE Biologist can properly identify waterfowl and estimate numbers and also identify status of eagle nests with a minimum amount of passes and minimum stress on adults.  A USACE Wildlife Biologist from the Tennessee-Tombigbee Waterway project management office will coordinate the flight date with Columbus Air force Base and gain clearance as to when airspace is available.
