This project consists of street improvements on Temperance Avenue from Shaw to Barstow Avenue, approximately ±0.5mi. Construction shall include street rehabilitation, grinding, paving, adjustment of existing sewer and storm drain manholes, and water valves to finish grade, concrete curb return ramp reconstruction, installation of new traffic signal loop detectors, new traffic signal cable and new loop amplifiers within the existing traffic signal controller cabinet, removal and replacement of existing traffic signal loops, existing traffic markings and signs to current MUTCD standards. Bids must be filed with the City Clerk at the Clovis Civic Center prior to 2:00 p.m., Tuesday, July 9, 2019, at which time the City Clerk will open said bids. Bids shall be submitted in sealed envelopes and marked: Temperance Avenue Street Improvements Bidders are advised that, as required by federal law, the City of Clovis is implementing new Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE). Section 2, "Proposal Requirements and Conditions," under subsection titled "Disadvantaged Business Enterprises (DBE)" and Section 5, "General," under subsection titled "Performance of Subcontractors" of these special provisions cover the DBE requirements. The DBE Contract goal is thirteen percent (13%). The Agency may consider the DBE commitments of the 2nd and 3rd bidders when determining whether the low bidder made good faith efforts to meet the DBE goal. This project is subject to âBuy Americaâ requirements of the Surface Transportation Assistance Act of 1982 (Section 165), and the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) Sections 1041(a) and 1048(a), Title 23 CFR 635.410, and the regulations adopted pursuant thereto. This project is also subject to the Cargo Preference Act (CPA) implementing regulations in Title 46 CFR 381, âCargo Preference â U.S.-Flag Vesselsâ, for all Federal-aid projects.
