This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Submit offers on NIAID-RFQ-19-1950132.
This solicitation is a request for quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01, dated December 20, 2018. The associated North American Industry Classification System (NAICS) code for this procurement is 611430 with a small business size standard of $11.0.
The National Institute of Allergy and Infectious Diseases (NIAID), is seeking to procure Telework Workshops, Six (6) Employee Sessions / Four (4) Manager Session. The vendor shall have knowledge in federal telework policy, helping organizations with creating and managing telework programs and in federal employee and supervisory training. Vendor shall have a minimum of ten years of experience in delivering flexible work policy training to the federal government. The vendor shall develop the materials for the employee session and the manager session. The vendor must provide Participant notebooks (guides) for each participant, which should contain all the slides of the session, along with job aids, policy/procedure information and exercises/case scenarios.
For the employee session, Successful Telework, the vendor shall deliver a two-and-a-half-hour course that: • Explains the benefits and challenges of telework from an employee perspective. • Gives best practices for effective planning/communication while demonstrating measurable results while teleworking. • Specifies federal eligibility and policy requirements for teleworking to also include requirements specific to NIAID. • Gives case scenarios on various telework issues pertaining to both administrative and scientific positions/offices within NIAID such as teleworking when dependent care is an issue and creating a seamless environment when teleworking. • Provides relevant legislative and industry telework news. • Provides opportunity for participants to share their current telework experiences/best practices within their offices and how they successfully telework.
For the manager session, Managing Telework, the vendor will be expected to deliver a three-hour course to that: • Outlines the benefits and challenges of telework from both an employee and manager perspective. • Gives best practices for effective planning/communication while demonstrating measurable results while teleworking. • Specifies federal eligibility and policy requirements for teleworking to also include requirements specific to NIAID. • Creates dialogue on common managerial perceptions of telework. • Gives case scenarios on various telework issues pertaining to both administrative and scientific positions/offices within NIAID such as teleworking when dependent care is an issue and creating a seamless environment when teleworking. • Provides relevant legislative and industry telework news.
The government will provide a conference room, flip charts/easels, laptop/monitor, class roster and certificates for each session. The government, specifically the NIAID Telework Coordinator, will serve as a point of contact for the vendor on any logistics. The NIAID Telework Coordinator will also provide any updates on NIAID telework policy to the vendor and the vendor is expected to update the materials accordingly. • Provides guidance on creating/establishing a telework plan for the work unit that focuses on results-based management.
The vendor shall provide Participant notebooks (guides) for each participant, which should contain all the slides of the session, along with job aids, policy/procedure information and exercises/case scenarios. The vendor should also provide name tent cards and markers for the name tents cards. The vendor shall obtain individual class evaluations which will evaluate the class on what was valuable and what needed improvement. Additionally, the vendor shall deliver a summary of the evaluations to the NIAID Telework Coordinator. The vendor must be flexible with dates, as they may change due to weather related emergencies or other emergencies/government shutdowns. All classes shall be rescheduled to occur within the period of performance. The vendor shall provide the resume/credentials of any instructors to be used.
Period of Performance (POP):
Anticipated dates 4/1/19 to 3/31/20
The award will be based on the following; price, capability to meet the requirements, delivery and the best value to the government.
The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.

(a) Definitions. "Inverted domestic corporation" and "subsidiary" have the meaning given in the clause of this contract entitled Prohibition on Contracting with Inverted Domestic Corporations (52.209-10).
(b) Government agencies are not permitted to use appropriated (or otherwise made available) funds for contracts with either an inverted domestic corporation, or a subsidiary of an inverted domestic corporation, unless the exception at 9.108-2(b) applies or the requirement is waived in accordance with the procedures at 9.108-4.

This is an open-market combined synopsis/solicitation for Telework Workshops as defined herein. The government intends to award a purchase order because of this combined synopsis/solicitation that will include the terms and conditions set forth herein. All quotes shall include: price, confirmation of required delivery timeframe; point of contact: name, phone number & email; DUNS #; and Cage Code. The Government may evaluate only those quotes that fully meet the requirements as outlined above and respond to the solicitation instructions and requirements. Failure to furnish a full and complete quote as instructed may result in the Offeror's response being considered non-responsive and will therefore be eliminated from further consideration and award. If an offeror proposes an OPEN MARKET item, NIAID will only consider those which are clearly identified on the quote as Open Market. All or part of the successful offeror's quote may be incorporated in any contract resulting from this solicitation. The successful offeror's quote may be incorporated by reference. To facilitate the award process, all quotes should include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" (Quoter shall list exception(s) and rationale for the exception(s).)
