Special Notice:

The Bureau of Reclamation intends to negotiate a sole source contract with Lotek Wireless, Inc. for a requirement for radio transmitters to be used for passive fish tracking to evaluate passage effects of a proposed channel bypass structure to pass multiple size classes of pallid sturgeon and other fish. This needs to be evaluated to determine the overall effectiveness of the structure. Reclamation will evaluate passage of pallid sturgeon and other fishes from representative morphological guilds under the current intake design on the Yellowstone River near Glendive, Montana to accumulate baseline data to which post construction movements can be compared to.

The equipment MUST be compatible with Lotek systems; it will be used in collaboration with other universities (Montana State University) state (Montana Fish Wildlife and Parks) and federal (U.S. Geological Survey) agencies currently using Lotek systems. These coded tags are compatible only with Lotek brand receivers.

Lotek Wireless Digitally encoded radio tags offer a distinct advantage to researchers because each coded tag transmits a distinct, unique numerical code that differentiates it from all other tags, even those transmitting on the exact same frequency. This permits monitoring studies to be done on large groups of individuals using a single radio frequency. These are a VHF transmitter that is internally implanted in fish. Tag size is critical and is the limiting factor for which size fish can be used in a study.

The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements.
