The Indian Health Service, Billings Area, Blackfeet Service Unit in Browning, Montana intends to award a non-competitive, sole-source contract to 3 Rivers Communications, Browning, Montana, 59417-0000, for Wired Telecommunication and High-Speed Internet (data circuit) Services for Blackfeet Service Unit in the Blackfeet PHS Indian Hospital, Browning, MT and the Heart Butte Clinic, Heart Butte, Montana 59448. The contractor, 3 Rivers Communications, is the only telephone service and data circuit provider in the geographical areas of Browning, MT and Heart Butte, MT. The purchase order shall comprise of a 12 month period for local and long distance wired telecommunication and high speed internet (data circuit) services.
This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 6:00 p.m. Mountain Standard Time (MST) March 30, 2018, the contract will be issued without further notice. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
