This notice of intent is not a request for quotes, but rather a justification for other than full and open competition. It is at the Government's discretion to consider responses to this notice.

Only one responsible source and no other supplies or services will satisfy agency requirements. Naval Medical Center Camp Lejeune intends to award a sole source award to Amo Sales and Service, Inc to furnish: Tecnis ZCT toric lenses from powers of +5.0 to +34.0 in increments of 150, 225, 300, 400, 450, 525 and 600; Tecnis Symfony ZXR00 from powers of +5.0 to +34.0; and Tecnis Symfony Toric ZXT Multifocal lenses in powers of +5.0 to +34.0 in increments of 150, 225, 300, and 375. Amo Sales and Service, Inc has a return policy that will accept returns for any reason and will provide a full credit for each returned item.  Due to the amount of returns following scheduled surgeries, this is a necessary returned policy.  The period of performance for this effort will be a 12-month base period with 2 options.  This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. Interested parties may identify their interests and capabilities by responding to this requirement by the due date listed on this notice.

Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
