This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested.


The National Institute on Drug Abuse, Office of Acquisitions, Station Support/Simplified Acquisition, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), intends to negotiate and award a purchase order on a noncompetitive basis to Tecniplast USA Inc., P.O. Box 1209, West Chester, PA, 19380, for the continuation of an annual preventative maintenance agreement for the Tecniplast Series Kronos bottle washer/filler (s/n USA002), the Tecniplast Series 900 rack washer (s/n USA004), and the Tecniplast tunnel washers (s/n USA011135 and USA011136).


The NIH Division of Intramural Research Animal Health Care Section at NINDS has a requirement for an annual preventative maintenance agreement for the Government-owned Tecniplast Series Kronos bottle washer/filler (s/n USA002), the Tecniplast Series 900 rack washer (s/n USA004), and the Tecniplast tunnel washers (s/n USA011135 and USA011136). The NIH Division of Intramural Research Animal Health Care Section continues to require this maintenance agreement so that the existing Tecniplast appliances, which are responsible for the sanitization of animal cages, animal carts, and animal racks, are properly maintained for continued usage.


The Tecniplast Series Kronos bottle washer/filler (s/n USA002) is used to de-cap, clean, and refill sanitized bottles in the Building 35 animal facility cage wash. The Tecniplast Series 900 rack washer (s/n USA 004) is used to clean and sanitize soiled carts, animal racks, and all large items after being in use in the Building 35 animal facility. The Tecniplast tunnel washers (s/n USA011135 and USA011136) are used to clean and sanitize soiled animal cages, tops, and wire bar lids as they come out of the Building 35 animal facility. Tecniplast USA Inc. is the manufacturer of the Tecniplast Kronos System bottle washer which was installed in Building 35 in 2004, the Tecniplast Series 900 rack washer which was installed in Building 35 in 2010, and the Tecniplast tunnel washers which were installed in Building 35 in 2004. Due to warranty stipulations, Tecniplast USA technicians are the only authorized individuals permitted to conduct service on their equipment.


This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
