The Agricultural Research Service (ARS) Office of National Programs intends to issue an award, on a sole source basis, to contractor Terry A. Anderson.  Mr. Anderson will provide 30 hours per week of on-site writing and editing assistance to the Office of the Administrator and Associate Administrator.  Mr. Anderson has an already established knowledge of USDA Executive Correspondence Policy and Procedures and the Federal budget process.  In addition he has developed professional and interpersonal relationships with the Agency's senior leaders.  This mix of qualifications makes him uniquely capable of fulfilling the ARS' immediate requirement to meet the communications demands that will begin on February 6, 2012, with the release of the President's FY 2013 Budget.  No one else has the necessary resources to complete the work in the time frame required.

The associated North American Industry Classification System (NAICS) code is 711510 and the business size standard is $7 million.
