Lawrence Livermore National Security, LLC (hereinafter called "LLNS") is seeking sources for the performance Technical Surveillance Countermeasures (TSCM) support. The scope will involve TSCM surveys and inspections, monitor radio frequency signals, and perform a wide variety of physical and technical security related functions at LLNL and potentially at other DOE National Nuclear Security Administration (NNSA) facilities in support of the Physical and Technical Security Division within the Security Organization.

Essential Tasks:
- Schedule and conduct TSCM surveys and inspections, monitor radio frequency signals, and use independent discretion and judgment to perform other related activities in accordance with DOE/NNSA Orders and Intelligence Community Guidelines, Federal Training Facility procedures, and federal/state law.
- Utilize TSCM and Technical Security services test equipment (e.g. Spectrum Analyzers, Signal Generators, Oscilloscopes, DVMs, etc.) as well as IPMS (In-Place Monitoring Systems) in surveys and inspections; act as a subject matter expert providing advanced training on their use in TSCM and Technical Security service functions.
- Evaluate sensitive/classified construction and facilities projects for LLNL and other DOE facilities. Provide pre-construction guidance, assistance and original solutions to complex technical security problems and issues.
- Determine scope and develop security design criteria for Special Access Program (SAP) facilities; review and approve drawings, oversee construction, and prepare SAP facilities for security accreditation with government sponsors and NNSA.
- Conduct TSCM Threat and Awareness briefings for LLNL personal and senior management.
- Analyze all voice and data communications schemes, systems, circuits, and equipment for susceptibility to interception and compromise.
- Conduct initial laboratory analyses and evaluation of any suspect surveillance device discovered, and coordinate with DOE and other Federal Agencies as appropriate.
- Create detailed and informative reports on physical and technical security activities and programmatic security issues that could have institutional impact and brief Security Division managers.

Additional Duties may be sought based on Experience:


Desired Qualifications:
-Experience with radio frequency (RF) spectrum; strong understanding preferred
-Experience with computer networks and topology; strong understanding preferred
-Experience with telecommunications systems; strong understanding preferred
-Experience using TMDE to identify, measure, and classify unknown signals or data streams
-Previous experience conducting technical surveillance countermeasures (TSCM) surveys
-Telecommunications Emission Security (TEMPEST) Certification
-Federal Government Interagency Training Center (ITC) Certification
-DOS (SE-630) Construction Surveillance Technician (CST) Course
-Must have a current TS/SCI security clearance
-Bachelor's degree in a relevant field for assigned Key Personnel


Security Clearance:
This position requires a Department of Energy (DOE) Q-level clearance. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.
