DCMA St. Louis intends to place a firm fixed priced order under BOA N00019-11-G-0001 with The Boeing Company (TBC) in support of the RMAF F/A-18D Technical Publications Program. The projected order shall consist of Class II updates and Integrated Electronic Technical Manuals (IETM)/Automated Maintenance Environment (AME) for ECP 618 in support of the RMAF. The projected period of performance shall be 01 October 2011 through 01 April 2012.  The proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1.  No solicitation document exists.  TBC is the sole designer, developer, manufacturer, and integrator of the Malaysian F/A-18D aircraft in its various configurations, and is the only source with the knowledge, expertise, facilities, and qualified personnel to accomplish this task.

This notice of intent is not a request for competitive proposals.  The Government does not intend to fund the development of qulification of other sources for fulfilling this requirement, as production of the supplies listed requires a substantial initial investment or an extended period of preparation for manufacture.  However, all proposals received within thirty days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposal contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
