The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health, Division of Laboratory Services intends to award a sole source firm-fixed price equipment purchase contract to TECAN US. This contract will be for 120 days from time of award.

The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement.

The equipment will provide for the purchase of the TECAN Freedom EVO200 liquid aliquot workstation. The system will be used for sample aliquot and distribution for testing within the Emergency Response Branch and other collaborating branches of received samples potentially exposed to toxic chemicals. The liquid handler will provide high throughput distribution on a large scale capacity for whole blood, serum, and plasma samples.

The requested instrument includes the Freedom EVO200 base unit, deck, and safety shield. In order to effectively distribute upwards of 5000 samples in a day of whole blood, serum, plasma, or dry blood spots from the IRL, the TECAN EVO200 can effectively perform all task. One key feature of the instrument is that it has a robot arm with the capacity to remove blood tube caps, which have not been on other liquid aliquotters. The instrument is also designed to effectively deliver sample volumes to blood spot cards in custom formats.

Technical Requirements:
- Ability of the integrated arms to reach vicinity of required space for prevention of collision
- High accuracy 8-channel pipetting
- System enclosure for laboratorian protection
- A single software platform to control the entire system to ensure robustness
- Ability to perform all sample receipt and delivery steps (decapping, source and target barcode scanning, appropriate aliquotting volumes, proper line of tracking of samples, proper containment sites for various forms of sample containers)
- Integrated robotic arm for internal blood tube decapping
- Integrated barcode (1D) reader for sample identification
- 1mL 8-channel pipetting head capable of inaccuracy and imprecision of <=3.5% at 10uL

TECAN US is the only vendor to sell this equipment, supplies and consumables for this instrument.

No solicitation will be posted to FedBizOpps. We will only issue a solicitation to TECAN US. TECAN US is the only source available to provide this equipment that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer.
