The Federal Bureau of Prisons, Privatized Corrections Contracting Office, Washington, D.C. is seeking proposals from sources having the ability to provide community-based outpatient substance abuse and mental health treatment services, within a 10 mile radius of Youngstown City Hall, 26 S. Phelps Street, Youngstown, Ohio 44503. Performance Period under this contract will be for a one year base period estimated to begin on October 1, 2014 with four additional one year option periods, with service ending (if all option years are renewed) on September 30, 2019. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively.

Base Year: Estimated number of inmates per year: 35

Estimated Substance Abuse Treatment services:

2011 - Intake/Assessment & Report (one per inmate) for 35 inmates = 35 units
2010 - 30 min = 1 unit : Individual Counseling Sessions (30 per inmate) for 35 inmates = 1050 units
2020 - 30 min = 1 unit : Group Counseling Sessions (80 per inmate) for 35 inmates = 2800 units
2030 - 30 min = 1 unit : Substance Abuse Family Counseling (12 per inmate) for 35 inmates = 420 units

The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work, April 2011 - No Master's Required, Revision 01, April 2013, PSB. The request for quotation will be available on or after Feb 10, 2014 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions.
