The Naval Air Systems Command (NAVAIR) intends to award a Sole Source Cost Plus Fixed Fee delivery order under Basic Ordering Agreement N00019-08-G-0011 to Micro Systems, Inc. (MSI) of Fort Walton Beach, FL. MSI is requested upgrade the SNTC from the current low-speed, narrowband datalink to the new High Speed Datalink in order to provide enhanced reliability for higher mission success rates, higher data throughput for advanced target types, multiple frequency channels for support of complex mission scenarios, and minimal equipment requirements to reduce SNTC installation and maintenance costs.

The scope of this effort will include system integration, analysis, documentation, and validation of the hardware and software upgrades. The user modes and operations of the SNTC ground system will not be affected by this upgrade. SNTC ground system upgrades that will utilize the full capabilities of the High Speed Datalink will be implemented as a separate effort at a later date.

THIS NOTICE IS NOT A REQUEST FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements".

GENERAL INFORMATION: Micro Systems, Inc. is the sole manufacturer of the System for Naval Target Control (SNTC), and is the only firm that posesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
