The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate a firm-fixed price (FFP) contract on a non-competitive basis with TCOM, L.P., 7115 Thomas Edison Drive, Columbia, MD, 21046, for the procurement of TCOM 22M and 28M aerostat parts and spares for TCOM aerostat systems located at Forward Operating Bases (FOBs) throughout Afghanistan for the Naval Air Systems Command 4.5x Special Surveillance Programs (SSP). The Government intends to procure the below items under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The procurement is for the following, but not limited to, 22M and 28M aerostat replacement parts and associated spares: Top Assembly (Tether-Up System) DC, L/W Aerostat; 28M CISA System Top Assembly (Tether-Up System); Aerostat Installation 22M Aerostat, No Avionics, L/W Hull; Tether Assembly, DC Single Mode 22M Aerostat; Tether Assembly, Single Mode, 28M Aerostat; Aerostat Installation, 28M Aerostat, No Avionics; APTU EMI Assembly, 28M; APTU, EMI Assembly, 22M DC; 27 VDC Vaneaxial Fan, 4.7 Inch Diameter; Airborne Cable Installation, 22M DC; Nose Latch Assembly; Slip Ring/FORJ Base; Power Supply Unit, 22M DC; ARDD 22M DC, GPS; Slip Ring/FORJ Winch; Repair Tether Assy, DC Single Mode, 22M; ARDD 28M DC, GPS; Power Supply Unit, 28M; Close Haul Line Installation 22M Aerostat; Airborne Cable Installation, 28M; Small Aerostat System Telemetry Computer; Confluence Line Installation 22M Aerostat; Aerostat Repair Kit, 22M; Payload Rack SubAssembly, 14 Foot Transverse Rack 22M; Ground Power System, 28M; Plenum Installation; Slip Ring/FORJ Base; Enclosure Air Conditioner, Integrated Heater; Moorning Line Installation 22M; Winch Assembly, CH/NL; System Relocation Kit, 28M; Battery APTU Battery ARDD; Spring Line Installation, 22M; Display Panel Assembly; Fairlead; Tether Reeving Unit; Beacon Transponder; 4000W Power Supply Assembly; Load Cell; Flying Sheave Assembly; VFD, 4KW, Connectorized; Hydraulic Kit Tower 28M; Pinion Gear; Flying Sheave Assembly; and numerous additional incidental parts for the above mentioned spares. The TCOM 28M+ and 22M Aerostat parts and spares are being procured to maintain PGSS FOBs. The technology being fielded as part of the PGSS is specifically tailored to protect US and Coalition forces by providing the ability to provide surveillance and locate and detect hostile forces that are approaching in the distance, giving US Forces ample time for situation awareness and an effective response.

All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
