The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate a firm-fixed price (FFP) order, under previously awarded Basic Ordering Agreement (BOA) N68335-13-G-0011, on a non-competitive basis with TCOM, L.P., 7115 Thomas Edison Drive, Columbia, MD, 21046, for the procurement of TCOM 22M and 28M aerostat parts and spares for TCOM aerostat systems located at Forward Operating Bases (FOBs) throughout Afghanistan for the Naval Air Systems Command 4.5x Special Surveillance Programs (SSP). The Government intends to procure the below items under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The procurement is for the following 22M and 28M aerostat replacement parts and associated spares: Tether Assembly, DC Single Mode 22M Aerostat; 28M Site Spares; 28M Tether Installation; 22M Site Spares; 22M and 28M Power Supply Unit; SLIP Ring/FORJ Base; 27 VDC Vaneaxial Fan; Nose Latch Assembly; ARDD, 28M and 22M DC, GPS; 4000W Power Supply Assembly; Confluence Line Installation; APTU, EMI Assembly; Strobe Light Assembly; Tether Reeving Unit; APTU Battery; Tie-Down Strap Ratchet; Plenum Installation; Power Supply 40A, with Pigtail; Power Distribution Enclosure Assembly; Main Payload Rack Assembly; Airborne Cable Installation; Payload Rack Subassembly, 14 foot Transverse Rack; 15KW Generator Digital Power Distribution Unit; Small Aerostat System Telemetry Computer; Telemetry Cable Assembly; Strobe Light Iinstallation; Confluence Point Swivel Assembly; Nose Line Winch Assembly; Aerostat Repair Kit; AC Shore Power 50Hz Cable Assembly; Beacon Transponder; Helium Deflation Port/ARDD Burn Wire Installation; Mooring Bumper Assembly; Power Supply 24VDC with Pigtail; Airborne Cable Installation; Cable Assemble, W2 APTU to Load Cell 22/24M DC; Spring Line Installation; Reeving Unit Manual Tether with Brake Assembly; Cable Assembly, AC Shore Power, 60Hz; Power Supply 2000W, 480VAC to 450VDC; Pressure Blower Assembly; Tether Termination Kit; Power Supply, 5000W, 360-530VAC to 475VDC; Close Haul Line Installation; Cable Assembly, W2 APTU to Load Cell; Close Haul Line Installation; Flying Sheave Assembly; and numerous additional incidental parts for the above mentioned spares. The TCOM 28M+ and 22M Aerostat parts and spares are being procured to maintain PGSS FOBs. The technology being fielded as part of the PGSS is specifically tailored to protect US and Coalition forces by providing the ability to provide surveillance and locate and detect hostile forces that are approaching in the distance, giving US Forces ample time for situation awareness and an effective response.

All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
