The Naval Sea Systems Command intends to issue a sole source contract action to extend contract N00024-16-C-6239 two-years.  This extension will include Fixed Priced Incentive (FPI), Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) CLINs for Towed Body (TB)-34A Fat Line Towed Array (FLTA) manufacturing and production, engineering services, upgrades, refurbishment, repair, maintenance, support, test equipment, and spare parts for deployed systems.  The proposed procurement will add two Option years to contract N00024-16-C-6239 - Fiscal Year (FY) 2021 and FY 2022, increasing the maximum TB-34A FLTA production quantity by 24, from 39 to 63; the maximum TB-34A Tow Cable Assemblies production quantity by 48, from 39 to 87; and associated increases to Engineering Services (50,000 hours); Other Direct Costs (ODC); and Provisioned Item Order (PIO) ceilings to accommodate spare parts and spare module requirements.

This requirement will be solicited on a sole source basis from L3 CSC in Millersville, MD. L-3 CSC is the only source capable of providing the required capability with key technical parameters of backwards compatibility to baseline shipboard Towed Array interfaces, module- and component-level compatibility, interchangeability, and parts and material compatibility for depot use without causing delays to Array production and deployment.
