The Naval Special Warfare Group Four, Norfolk VA intends to issue a purchase order to Taylor Devices, Inc., of North Tonawanda, New Your for the procurement of 14 each, Taylor Suspension Systems, Part No: 67DP-17371-01C, in suppport of the Mark V craft.  This purchase is unsuitable for full and open competition for the following reasons:  Taylor Devices, Inc., is the only known and qualified manufacturer capable of delivering subject suspensions and the Government does not own the technical data or specifications.  Taylor Devices, Inc., has the unique capabilities and knowledge required to support this effort.  Award will be based on the written request for quotation.  Anticipated award date will be on or about 28 Sep 2009.    Note:  22 applies.
