INVITATION FOR BIDS TAYLOR BRAY FARM BARN PRESERVATION, RESTORATION, AND ALTERATIONS The Town of Yarmouth, the Awarding Authority, invites sealed bids for the Taylor Bray Farm Barn Preservation, Restoration, and Alterations, located at 108 Bray Farm Road, Yarmouth, MA 02675, in accordance with the documents prepared by Catalyst Architecture Interiors, Inc., dated May 23, 2023. Bid documents may be examined and obtained online at https://www.yarmouth.ma.us/bids.aspx after 1:00 PM beginning September 7, 2023. The pre-bid meeting and site visit will take place on September 12, 2023, at 10:00 a.m. at the Project Site. This meeting is mandatory for sub-bidders. Any request for interpretation of plans and specifications may be submitted in writing at that time. Bidders will have an opportunity to view the site of the work following the Pre-bid meeting. Sealed Filed Sub-bids for the trades listed below will be received by the Town of Yarmouth at the Town of Yarmouth DPW, 74 Town Brook Road, West Yarmouth, MA 02673, until 3:00 p.m., on September 21, 2023. Sub-bids will be opened publicly, and the results will be distributed to General Bidders. Sealed General Bids will be received by the Town of Yarmouth at the Town of Yarmouth DPW, 74 Town Brook Road, West Yarmouth, MA 02673, until 3:00 p.m. on September 28, 2023. General Bids will be opened publicly. The Work to be performed under this contract includes, but is not limited to, furnishing material, equipment, and labor to perform Taylor Bray Farm Barn restoration as specified. The alternates are included in this project as follows: Deduct Alternate #1: Existing Roof to Remain, Delete Cedar Shingle Roofing, Plywood Sheathing and Underlayment Materials. Add Alternate #2: Remove Existing Roof Shingles, Provide New 5/8" Plywood Sheathing over Existing Plank Sheathing. Provide New Asphalt Shingles as Specified with Hurrican Nailing and Warranty. DCAMM CATEGORY Certification Requirements: GENERAL CONTRACTOR: GENERAL BUILDING CONSTRUCTION. FILED SUB-BIDS: Roofing & Flashing, Plumbing, Electrical, HVAC. Project Estimate: $800,000.00; Alt 1 $100,000.00; Alt 2 $100,000.00. The project’s substantial completion date is June 30, 2024. Bid security for all general bidders and sub-bidders in the form of a bid bond, cash, certified check, treasurer's or cashier's check, payable to the Owner, is required in the amount of 5 percent of the total bid, in accordance with the conditions in Section 002113 INSTRUCTIONS TO BIDDERS. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. General Contractors shall file their bids with a copy of the certificate from the Division of Capital Asset Management and Maintenance (DCAMM) showing that they are eligible to bid on projects of this category, of this estimated project dollar amount, and up to an aggregate limit, and with a Prime Update Statement. Subcontractors shall file with their sub-bids a copy of their DCAMM Certificate of Eligibility and Sub-Bidders Update Statement. Minimum Wage Rates as determined by the Executive Office of Labor and Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27H, as amended, apply to this project. It is the responsibility of the Bidder, before bid opening, to request, if necessary, any additional information on Prevailing Wage Rates for those tradespeople who may be employed for the proposed work under this contract. Prevailing Wage Rates # 20230817-052, dated 08/18/2023, are applicable to this project. A weekly certified payroll submittal shall be required of the successful bidder in accordance with MGL C149, S27B. No payments will be made by the Town until all payroll information necessary for the Town to determine compliance with prevailing wage law requirements for the time of the payment request has been submitted. The Contractor shall not discriminate with regard to the personnel employed on this project based on race, color, creed, national origin, gender, sexual preference, handicap, or age. Bidders are not to include in their bid proposal sales and compensating use taxes on materials and supplies purchased for this project. All materials used are tax-exempt. Bidders may not withdraw their Bids for a period of thirty days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the Bids. The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 149, §44A-44H. The Town of Yarmouth reserves the right to waive any informalities in bids and to reject any or all bids or waive any formalities that appear to be in the best interest of the Town.
